To all RSO Clubs and Members,

Below you will find a list of rule changes that were approved at the CARS AGM this month. An official bulletin will be posted on the CARS web site in both English and French.

Also please note that the 2012 CARS rule book has been reworked for ease of locating rules. Some numbers have been changed but the rules have not, unless approved by the CARS board.

Rule Change #1: Awards for Open Class (Effective Immediately)

Premise: Because Open Class vehicles have dominated the CRC podiums and overall CRC year end awards, the board felt that also providing event and championship awards for top finishing positions in Open class was not needed. As a result of the rule change, neither event organizers nor the championship will be required to provide awards for open class awards for drivers, co-drivers and marques. Records of past winners of open class will be retained in the rule book. It is important to note that this rule change affects only awarding of awards and open class will continue to be recognized as a class in the CRC.

25.1.10: Remove 25.9 and 25.10 from the list of championships being scored.

25.9.1: Reword opening sentence to: “This championship recognized those who were competing in the Canadian Rally Championship in open class vehicles and was scored from 1987 through 2011.” Retain second sentence.

25.9.2 and 25.9.3 Remove; 25.9.4 renumber to 25.9.2

25.10.1 Reword opening sentence to: “This championship recognized those who were competing in the Canadian Rally Championship in open class vehicles and the regulations were as per 25.9.1. The championship was scored from 1987 through 2011.” Retain second sentence.

25.11.1 Reword opening sentences to: “This championship was to encourage manufacturers to participate with vehicles in the Open Class. Regulations were as in 25.4.1, 25.4.3, 25.4.5, and 25.9.1. The championship was scored from 1987 through 2011.” Retain third sentence.

25.11.2 Reword to: “In each rally, the Marque received the…”.

Rule Change #2: The Canadian Rally Championship moved to an open championship (Effective Immediately)

Premise: To encourage American and other foreign competitors to enter Canadian Rally Championship events, the board has made the CRC an open championship by removing the restrictions on having a CARS or ASN Canada FIA licence to score championship points.

5.6. Reword to: “for CARS events which require a competitor to hold a competition licence, Canadian citizens and those residing in Canada must hold….”

11.1.10 Reword to: “Competitors licensed by foreign ASNs, Rally America (RA) or National Auto Sport Association Rally Sport (NASA) may compete in CARS sanctioned events using their licences and their sanctioning body’s competitor eligibility regulations subject to 11.1.10.1 and 11.1.10.2 below:”

11.1.10.1 Reword to: “Each such licensed competitor…..and pay to CARS a fee ($50). CARS will issue an event specific ‘Permit to Compete’. (There is no limit to the number of events a competitor may apply for in any calendar year.) In addition….”

11.1.10.2 Reword to: “Such licensed competitors will be eligible to score points in the NARC and CRC championships provided their licences are of a national or higher level. (Regional championship events may have other eligibility requirements that would restrict the ability to score regional championship points.) Such licensed competitors are eligible to follow the process to obtain a CARS regional or national licence (11.4).” Retain final two sentences.

11.2.2.c Reword to: “For regional championship or series stage rallies, for both crew members, a CARS regional rally licence or, for those entering under 11.1.10, their regional level or higher competition licence and an event specific CARS Permit to Compete.”

11.2.2.d Reword to: ““For Canadian Rally Championship events, for both crew members, a minimum of a CARS national rally licence, an ASN Canada FIA international rally licence or, for those entering under 11.1.10, their national level or higher competition licence and an event specific CARS Permit to Compete.”

11.2.2.1 and 11.2.2.2 Remove

Rule Change #3 Use of Safety Warning Devices (Effective Immediately)

Premise: With numerous, serious violations of the Safety Warning Devices regulations (17.9) having been brought to the attention of the Board, the penalty for non use or mis use of the procedures under 17.9 has been increased to include a $500 penalty to be applied to the entrant.

17.3 Reword title to: Improper Procedure Infractions

17.3. Reword to: “Improper Procedure Infractions must be reported in writing to the organizers by marshals, Steward(s), rally/CARS officials or competitors. Upon confirmation of the infraction or when a judgement by a judge of fact, a penalty of 10 minutes…” Add 2nd sentence: “For 17.3.4 below, in addition to the 10 minute penalty applied to the crew, a $500 fine will be assessed to the entrant by the steward(s) of the event.”

17.3.4 Reword to: “Violation of procedures detailed in 17.9”.

17.9 Re-ordering and re-wording of parts of 17.9 as follows:

17.9.1 as is

17.9.1.1 as is

17.9.1.2 If the vehicle is unable to continue the rally, ONE triangle must also be placed ON the vehicle.

17.9.1.3 Competitors arriving at a location where a triangle is displayed shall SLOW to a reasonable speed before the vehicle and maintain that speed until they have passed the stopped vehicle (no scoring relief will be given). Competitors are reminded that one triangle could indicate a complete route blockage.

17.9.2 “In the event of injuries…and render aid.”

17.9.3 “If no triangle is displayed, competitors arriving at a location where another competing vehicle has stopped must stop until the safety of the occupants of the stopped vehicle has been ascertained and the set-up of the stopped vehicle’s triangle has started. Vehicles stopping to comply with this rule may apply for scoring relief under 15.13.”

Re-number present 17.9.3 to 17.9.4; 17.9.4 to 17.9.5; through 17.9.8 to 17.9.9

Re-number present 17.9.9 to 17.10 and title: Slow Moving Vehicles

Rule Change #4 Warning Devices (Effective Immediately)

Premise: To ensure only 3 triangles are in the vehicle in competition.

12.3.6 Reword to: “Three self-supporting…”

Rule Change #5 BSI Helmet Specifications (Effective Immediately)

Premise: The board approve an extension to the expiry date of British Standards Institution BS6685-85.

11.1.6.c Reword to: “British Standards Institution BS 6658-85 type A/FR helmets must be within 10 years of the date of manufacture and the original manufacturer’s production date sticker must be permanently affixed to the helmet. Any helmets certified to BS6658-85 type A/FR that do not have a production date sticker will expire on December 31, 2013.

Rule Change #6 Spill Kit (Effective August 1, 2012)

Premise: To put in place further environmental protections, the board approved the requirement for spill kits.

12,3.24 (New) Spill Kit “All competition cars must carry a spill kit consisting of at least: a minimum of 2 -15” x 19” (standard) absorbent pads, 1- 3” X 48” Hydrocarbon sock. All items will be contained in a heavy duty plastic bag that is re-sealable. (In effect as of August 1, 2012.)

Rule Change #7 Open Class Rear Door Alternate Materials (Effective Immediately)

Premise: The board approved the use of alternate materials in open class rear doors as a result of a competitor inquiry.

12.5.3.2 Reword second sentence to: “Except for front doors and roofs….”

Rule Change #8 Press Demonstration/Shakedown Stage (Effective Immediately)

Premise: To allow regional event organizers to schedule either or both a press demonstration and a shakedown stage for their event.

13.6 Rewrite opening of the first sentence to: “Organizers are permitted to…”

Rule Change #9 15.11.3 English Rule Book 2012

Premise: The rule was deleted by bulletin in 2011 and not removed in error for the 2012 English Rule book.
