If your wheels are out of balance and the steering wheel vibrates at 110 km/h, should they always vibrate at that speed?

The steering wheel on our Matrix sometimes vibrates at that speed, then other times it's perfectly smooth. I had some new tires installed a couple of weeks ago, but this problem happened with both the old set of Kumhos and the new set of Hankooks.

I've had that happen from bad toe setting. Was there irregular wear on the last set? How old/how many km on the front struts?

Old tires didn't seem to have uneven wear.

The Matrix is a 2003 model year with ~130,000km.

Check for balljoint play or worse, tie rod play. If there's play in either tie rod or ball joint, change it immediately.

There's also the case that I had where a brake rotor was out of balance. Save that investigation for last, as it's extremely rare.
